Follow-up to the SponsorBlock copy work.

Full width: the tab description was capped at 560px, so it wrapped narrowly while the setting panels below span the full width. Removed the cap (.section-header p { max-width: none }) so descriptions span the whole space, matching the panels. (Applies to every topic's description.)
Official link: added an optional per-topic "official site" link next to the description via a small GROUP_LINKS map; SponsorBlock links to https://sponsor.ajay.app (target=_blank rel=noopener). Label settings.sponsorblock.website added in en/nl/de/fr.

node --check clean; 24 unit tests pass.
