Scaffolds the per-repo configuration the Matt Pocock engineering skills expect.

Files

AGENTS.md — carries the ## Agent skills block pointing at the config docs.
docs/agents/issue-tracker.md — issues tracked as Forgejo issues on this instance, managed with the berg CLI (this repo is not GitHub/GitLab, so gh does not apply).
docs/agents/domain.md — single-context domain-doc consumer rules (one CONTEXT.md + docs/adr/ at the root).

No triage-label config: the triage skill isn't installed. No monorepo layout: no workspace signals.
